Not always… could be a problem with your firewall/NAT blocking port 25 (smtp), 110 (pop) or 143 (imap). That or your ISP has just started rerouting port 25 and your outgoing email doesn’t work anymore because it’s not accepting authentication (because it doesn’t need it when you used to need it on the original server). OBVIOUSLY :p
